My choice is "sanguine," but my Korean English teacher says the correct answer is "scrupulous."

B seems a better choice to me, too, but either is possible, while neither fits a sentence that uses 'a plant that doesn't do its job'.

sanguine: optimistic or positive
scrupulous: diligent, thorough; concerned to avoid doing wrong
