Sentence completion?

Hi teachers,

There is a sentence completion question that I found a little hard to solve.

Here it is:

------- for us to open the hotel then.

A) Too few tourists come through here in the winter
B) Even in early spring, the municipality forbids
C) As it is very hot in summer, we don't enjoy
D) During the month of May, this region is so unpopular with visitors
E) We remain closed during November and December

According to the author, there is only one correct answer.

My answer is D but it isn't correct. What could be the correct answer here? Thank you.

These are the usual patterns:

too + ... + to
so + ... + that

e.g.,
This equation is too hard for me to solve.
He was so exhausted that he could barely walk.
