Sentence Completion

The suggested answer is "E", but the question seems to me a bit strange! What do you think about the option "C".

Only D and E would be possible with the "still" in the 2nd clause, but the Talibans don't make a "positive" sense, thus E. C is not logical. There's no connection between the 1st and the 2nd part, on the contrary, there's some contradiction.
