Sentence completion

"People of intelligence and achievement can nonetheless be so __ and lacking in __ that they gamble their reputations by breaking the law to further their own ends.
(A) devious.. propensity
(B) culpable.. prosperity
(C) obsequious.. deference
(D) truculent.. independence
(E) greedy.. integrity"

Why is the answer A instead of E? Because "breaking the law" suggests the "devious", instead of "greedy"?

And I also want to know what "lacking" means here in "so devious and lackingin propensity". Thank you. Emotion: smile
