Sentence completion

From the key word "harmony", I can predict the answer would be "C. factions". But I failed to comprehend thewhole meaning of the sentence.


I see that the sentence can be rephrased as this:
"The failure of the new group to go through its first staff meeting whose purpose is to abolish factions did not argue future harmony."


But what does the author mean by "unable to weather the meeting without evidence of the same factions"? Since there is no evidence of fictions, how could it be possible it failed to weather the meeting? And where is "same" from?

but, it kinda twists our logical thinking, though it deduces the answer.

You see, they held a meeting, and the goal was to abolish factions. However, the meeting turned out to be futile (failed, busted...), because there was no conflict between co-workers. That means only with conflict can the meeting reach its goal.

Maybe I just focused too much on "weather". Yeah, you're right. There was conflict during the meeting, since it says without the factions they were unable to get through the meeting. It is kinda like "enantiosis", hmm, I am not sure...

It is: «they were unable to get through the meeting without there being conflict». This means «conflict interrupted the meeting».
