Assuming that MPC is a product for sale, and that this is a notice from a wholesaler to a retailer, and that MOQ is "minimum order quantity", this notice says the following.

There is a group of products called the old range of MPC.
There is a newer group of products called the new range of MPC. These cost more than products in the old range.

The people receiving this notice (the retailers) have been selling the old range, and now they will be selling the new range as well.

The wholesaler wants the retailers to clear out any remaining units of the old range of MPC. To make the old range products sell faster, they want the retailers to offer a discount and to stop limiting orders to whatever the minimum number of units used to be. If that doesn't work fast enough, the retailer is told to open up sales to anybody, not just to the usual customers.

The wholesaler tells the retailer not to worry about competition because this retailer's shop will be the only place that people in his area will be able to buy the new range of products.
