Sentence choice

Are these sentence correct?

I am glad that you have established a diplomatic relationship with him.

Or should it be

I am glad that you have established diplomatic relations with him.

The second one is better, but it seems a bit strange to me, as 'diplomatic relations' are usually between governments and not individuals. The first one makes sense to me if it is changed to "cordial relationship", which is often held between individual people.

So wouldn't the use of diplomatic works in terms of trying to convey the same information of smoothing dealing and talking to another person. And I am not using the word in a formal setting or message, just trying to emphasize that he did a good job with the way he contacted the other individual.
