Sentence choice

My paperwork is not finished yet.
My paperwork has not finished yet.

Are both is and has possible?

Then it is not possible to say as well: the paperwork has not been finalized yet. And the correct way is: the paperwork is not finalized yet.

If you're going to use Present Perfect, then you must also include the third form of the verb "be":

My paperwork has not been finished yet.

Otherwise, it sounds like the paperwork itself has failed to finish something.

The paperwork is not finalized yet.
