Consider a simpler example.

Yesterday, I saw my friend Tom in the street. He never even smiled at me.

Here's the meaning.

He should have smiled at me. In fact, that was the least he should have done. He should have smiled, stopped, shaken my hand, said 'hello'. He didn't do any of those things.

In your example, the idea is that I should have thought about saving money, and in fact I should have done more, eg actually go ahead and save money.
