sentence check

Hi,

Is it appropriate to write 'To anyone who is concerned' in place of the popularly written 'To whom it may concern'?

Thanks.

Hi, Writing, "To anyone who is concerned", gives a negative impression if it is meant for a formal situation. It gives the meaning as, "If anybody is concerned, then, this is for them" rather than,"This is meant for that person(s) who is concerned with this". Hope this helps.
