Sentence Assistance Please

How can I use these two phrases at the end of my sentences, on behalf of the petroleum company of the State of Qatar; by the petroleum company of the state of Qatar.

I am trying to say this:

I am a fully sponsored student by the petroleum company of the state of Qatar.

I have a full scholarship on be half of the petroleum company of the state of Qatar.

Are what I have above right? Please also provide other examples of how to use the two phrases.

What would it mean if I switched 'I and can' in the previous sentence, eg, please tell me how can I use it. would it be just plain wrong? Are there instances where it can be used? Please advise?

Got it teacher! Thank you very much for your help. I think the right way to use 'I can' in a sentence, which you just explained, is called the indirect question (or asking for something) type of writing. Right?

If I am having a conversation with someone and I just wasn't sure what they were talking about, is this the right way of replying back:

I am not sure what 'you are talking about or are you talking about'.

Also, when speaking of something:
I am have not idea what 'it is about or is it about'.
