Sentence and grammar

Hello,

I kindly ask your support on the sentence below:

In April 2012, representatives of the Ministry of Foreign Affairs participated in the courses on the topics of energy held in Izmir.

First of is it well-formed and second do I need to put an article before the word "representatives"?

The reader doesn't know who the representatives are. Except they are from the Ministry (as it is indicated)
