Sentence analysis-unusual sentence

Another example of discrimination is if a child in Peru does not know Spanish, they are discouraged from attending schools where Spanish is the main and formal language.

Another example of discrimination=noun phrase (subject)

is=linking verb

How would you analyse the rest of the sentence?

if a child in Peru does not know Spanish=is the noun clause (subject complement)

they are discouraged from attending schools =main clause

The noun clause (if a child...) also seems to be the adverb clause for the main clause following it. Is this possible?

Another example of discrimination is the fact that it's not allowed for children who don't know speak spanish to attend the schools where spanish is the official and only one. or Another example of discrimination in schools, is the fact that non-spanish speakers have no opportunity to attend school for the reason of not knowing (or speaking) the language....
