Could someone verifying my sentence analysis please:
Subject:threats....and action
Verb:lead to
Object of preposition:a general disrespect for the rights of citizen.
I don't know how to label the parts between "though of often.... unless checked".

Those are two synonymous terms from different grammarians.

The phrase seems to me to modify 'threats...are cumulative', i.e. the main clause, which would make it a sentence adverb.
