Persian LearnerIs debate going to dominate the national discourse, or nationalism?
The debate on nationalism has come to dominate the national discourse. The head noun of "debate on nationalism" is "debate", so fundamentally it is the debate that has come to dominate, while "on nationalism" tells us what kind of debate.
