Sentence Analyse

Hello Everyone

I have trouble in understanding this sentence, Could someone please help me to cast a look?

"If it was not for the fact that Chloe would be offended, I would not go to the party. "

Have "I" go to the party?

were chloe be offended?

can you write in a plain langauge?
