Is this sentence correct:
"This would not be a good place to set a cabin,, because when the flow rate is too voluminous, it will flood the river bank."
Note: By 'flow rate', I mean the amount of water that flows in a river at a given time.

It doesn't really work very well. Try something like this:
This isn't a good place to build a cabin because it's too close to the river. You never know when the river might overflow its banks and flood the area.
