Sentence

Hello,

1. ‘Are you ready?’ ‘No, I'm not.’

2. Are you ready?. No, I'm not.

Why has the (1) been written in inverted comma?

Are the both sentences the same?

Thanks.

In #1, the single quotation marks indicate the direct speech of two interlocutors. (I do not like the term 'inverted comma' as the marks are completely unrelated in function.)

Double quotation marks would also be correct in #1.
