Sentence

Hello,

1. The blonde girl wearing blue jeans is my sister.

2. The blonde girl who is wearing blue jeans is my sister.

Are both sentences correct?

Is 'who is" implied in (1)?

They are both correct, though the first is more natural. I don't think there is any need to think of an implied 'who is' in the first. Wearing is participle modifying 'girl'.

I don't think there is any need to think of an implied 'who is' in the first. Wearing is participle modifying 'girl'.
