They are both fine, though many teachers of style believe that "There are" and "There is" sentences are weaker than other kinds of sentences. Also, it might depend on other sentences that surround this one. If you've just had a sentence with "There are", you might not want another "There are" again. Usually we try to v

My point is that a sentence should have a clear meaning, and your sentences don't have clear meanings. So choosing one sentence over the other is impossible when I don't know what you want to say.
