Sentence

"Details on how to promote healthy dietary habits were short in the report, however, other than that it was the responsibility of the Department of Health."

Does this sentence work? I just feel that there is a disconnect between its first and the second parts even though most would have no problem making out what the sentence is trying to say.

I'd use a full stop after "report." (I.e., two sentences)
