With capitalization, it is correct, but if you don't have a reason for using the past continuous, it's best to use the past simple instead. Maybe that's what your friend had in mind.

He said that I must add something to the end like "at 9 pm".

I argued that the simple past does sound better but that using the progressive past without the addition of those words isn't necessarily wrong.
