In my opinion the first is better. If Votometer is truly a proper noun - the name of some commercial product, for example - then all is fine. Otherwise you'll need an article.

In my opinion the first is better.

If Votometer is truly a proper noun - the name of some commercial product, for example - then all is fine. Otherwise you'll need an article. A votometer or the votometer.

In the U.S. this device is called an odometer, by the way, except that distance is measured in miles here.
