This is OK. It means that the person gave the talk before I came.

I don't see any reason why the past perfect should be used in the
second part of your sentence. I would use the past simple:

"When I came here last year, one person from that company gave
a talk about this topic."

Though, the past perfect is also a possible variant, but I'd add "already"
to emphasize the completeness of the action:

"When I came
