I wouldn't say it is wrong, but it is very awkward because there are too many 'to's for easy understanding.
It sounds odd to me to 'verify the quality of the risk'. I suggest 'addess the level or degree of risk'.
Do you need to say 'in the future'? You are obviously not talking about the past.
