Sentance Style

Is the sentance - "Parties interested would submit a written request form for Board approval" correct? - "submit a written request form" sounds wrong/redundant to me. Should the sentance say "Interested Parties would fill out a request form and submit it for Board approval" or is that too long?

You could save one word by saying, "Interested parties should complete a request form and submit it for Board approval."
