Sense Subject

Dear folks:

I have difficulty figuring out what the sense subject of the participle in the following sentence is.

Is it "GOP leaders"? Or the fact that "GOP leaders eager to focus on health care and tax overhauls bowed to Democratic demands to eliminate hundreds of policy restrictions aimed at curbing regulations from the bill"?

Or anything else?
