SENDING us all OFF and HIP-DE-DIP

Hi,
I would like to know the exact meaning of these expressions here:
'... and Philly Joe pushing everything with that hip thing he was playing and then SENDING US ALL OFF again with them HIP-DE-DIP, slick rim shots that were so bad, them "Philly licks".'
