Semicolon elimination

Can I eliminate the semicolons after the states in these? Correct as written?

Do I need to retain the comma after 'New York' before the verb 'were'?

Mike Salky, 25, of Dallas, Texas, Dave Druthers, 44, of Topeka Kansas, and Mills Watson, 65, of Albany, New York, were arrested.
