Semicolon and commas

Step 1 outlines the steps for steaming; and at the end of the run, valves are left in the following positions prior to starting the process:

Valves Closed –

NC #1, NC #6, NP #1, and NPV


Should the semicolon after steaming be a comma instead as it is proceeded with a coordinating conjunction? Do the rest of the commas work if it is changed to a comma?
