Self-satisfied garbage?

Hello everybody.
I am reading 'The Power of Fifty Bits' by Bob Nease.

Soon both South Park and San Francisco are enveloped in a gigantic cloud of “smug”—the result of high-profile environmentalists spewing “self-satisfied garbage” into the atmosphere. As a result of all this smug, all of the cars of South Park are destroyed."


The above is about an episode of South Park titled " Smug Alert!" I can't understand what smug and self-satisfied garbage mean and what really happened.
