It's probably okay, but I'd recommend against it. In the earlier example, the "will" was common to both verb forms, so it was a little smoother, i.e., will conduct, and will be. This one sounds a bit awkward.

This is OK if you are describing a general situation.

I agree. It's much better without the "will." (selected prefects will conduct and are in charge) But, as you say, the meaning changes.
