Seldom has such as simple idea inspired so much perplexity for so many

Hi

Do both sentences given below mean the same? The #1 has unusual construction where the adverb 'Seldom' comes at the very beginning. Is there some particular name for such constraction? Inversion of subject and adverb construction? Please let me know. Thank you.

1: Seldom has such as simple idea inspired so much perplexity for so many.

2: Such a simple idea has seldom inspired so much perplexity for so many.
