He often goes to watch/see horrific movies with his mother.

Question:

Which verb is right?

my guess is "see".

Both are fine and often used. Not horrific though, I think-- horror movies . Unless his mother has abominable luck at choosing a film.

Assuming they are seeing the movies in a theater (rather than on TV) you could also say "he often goes to horror movies with his mother" and eliminate the see/watch question entirely.
