Seen To Be Calm

If someone was calm and then I write some sentences. How are these different?

"It was the calmest we had seen him to be."
"It was the calmest we had seen him."

Let me rephrase me question. How are these different?

"It was the calmest we had seen him to be."
"It was the calmest we had seen him."

Well, the first has two more words. That's a pretty clear difference, in my opinion.
