Seemed unlikely

Hello,

I found this practice question of TOEIC on another forum.

SEEM_ unlikely, _POLITICS_ sometimes _INFLUENCE business _DECISIONS._
( A) (B) (C) (D)
The tests in this fashion are designed with one grammatical error, which is needed to be picked out.
The key answer is A, in which "seem" should be changed to "seemed."

Seemed unlikely, politics sometimes influence business decisions.


Why is not "seeming" but "seemed"?

I know "seemed unlikely" is expressed in passive voice, but which is the dropped subject? (It seems not to be "politics.")
Can anyone rephrase it in a sentence with nothing dropped?

The question seems wrong. Do you have the whole sentence? I think it should have been something like this: Though it seems unlikely, politics sometimes influence s business decisions.

The question seems wrong. Do you have the whole sentence?

I think it should have been something like this:

Though it seems unlikely, politics sometimes influences business decisions.

The mistake is at C.

So...all I can assume is that it is just another bad test question.
You are right. If you change influence to influences, you fix one error, but you still have that other error at the beginning of the senten
