Seem and that clause

Hello
Please, will you be so kind and hlep me with this sentence?
It seems, that whether you are my friend, she is just a girl next door.
It doesn´t make much sense, but I just wanted to know the function of the "that clause" here. Am I right, that this is a nominal clause, functioning as a subject complement (nominal predicate), or is it a direct object of seem? "Seem" is a copular word, isn´t it? So it shouldn´t have a direct object, right?

Actually, you're being way too generous. It doesn't make any sense at all. I'd go so far as to say it's also ungrammatical, and therefore impossible to analyze.

Perhaps you could attempt to fit the same "structures" into a meaningful sentence. Then p

Sorry, there should have been "whereas" instead of "whether" in the sentence. And concerning the comma, I suck in that, I have never learned English rules of commas, so I don´t know the differences, unfortunatelly, I will have to study it. However, thank you for your reply, I appreciate that.
