Seem

Hi guys!
I would like to verify whether my understanding to these patterns are correct or not.

A. He seems happy.
B. He seems to be happy.

1. Both have the same meaning.
2. Sentence A pattern is S - LV - C
3. Sentence B pattern is S - LV - C

If 3 is right, then what is the function of BE HAPPY? complement of the infinitive?
