·If you see people in other countries, you'll notice the difference.

·If you look at people in other countries, you'll notice the difference.


About the underlined parts, does it mean that when you see or look at them, you are in those countries? Or does it mean that you see or look at people who live in other countries and you are not necessarily in those countries ? Or is it ambiguous?
