Seeking for a clarification in question.

Hi world, I am seeking for a clarification about this question below.

Explain the ambiguity of the modals in the following sentences by paraphrasing the different meaning?

1)They may not smoke during the meal.

2)Could you explain these figures to the tax inspector?

3)they must pass this way.

Should I just paraphrase the whole sentence then?

Thanks a lot.
