Seeking comments on the usage of "by means of" & "by making use of"

I would like to seek comments on the usage of “by means of” and “by making use of” in the sentences below.

  1. Subsequently, the drainage system had been resumed successfully by means of joint efforts of all relevant parties.
  2. By making use of the initiatives, the vibration problem of pipe had been fixed successfully without compromising the system quality and safety.
