What does 'Are you seeing someone' mean?

Does that mean 'do you have a boyfriend/girlfriend?

It generally means boyfriend/girlfriend. In our usage, if someone asks you if you are seeing someone, they want to know if you are in a relationship. I guess you could be casually seeing someone without a commitment but this is not what is genefrally meant.

To be in a committed relationship means that you are exclusive. You are not dating anyone else. This understanding can be stated or it can just be understood. After a certain length of time, it is generally unstood that you are a couple.
