"see you" phrase Is it correct grammatical?
eg;"See you soon" Can i also say this like "We see you soon"
Can i also say? "Talk you later" Are these meaning mutual? i mean "we talk you later=talk you later"

As for 'talk you later', it can be used in replacement of 'see you'.

"See you later" is also contracted colloquially to "laters" (with an even shorter version for SMS). I'm not aware of "talk you later" being common. Maybe "talk to you later".

In casual speech some expressions can be said without the I'll.

You are right. 'see you soon' and 'talk to you later' are not grammatically correct. If you want them to be correct, you should add a subject and 'will' before them.
With regard to your question about 'Don't write I' or 'write I', personally I have never heard such a sentence. It does not make a sense.
