That sounds a bit quaint. I'd write, "Welcome to English Expert." If I wanted to make them feel even more welcome, I'd add more sentences, maybe, "It's wonderful to have you here. Your contributions have been correct and insightful, and you are an asset to the community. I hope you stay and continue the fine work you've begun, etc., etc., etc."

The name of the group is strange. Why isn't it English Experts? I assume the group has more than one person.

No, it cannot be formal. A formal sentence needs a subject and verb.

eg.

Thanks to our sponsors, we now have a fantastic web site.
We / I thank our sponsors for providing the funds for a new web site.
