I don't know the proper use of 'be' in the above sentence. When should I use 'be + V3' instate of "It would pollute"?
Please give some examples.Yes, I can understand that "It would pollute" sounds odd. Thanks.

1. If we had not (in the past) thrown waste into the river, it would not (now) be polluted.

2. If we had not (in the past) thrown waste into the river, it would not have been (in the past) polluted.

In #1, polluted functions as an adjective. The speaker is talking about the present state of the river.

In #2, we have a passive construction; the river became polluted (by the waste we threw in) in the past.
