It's a short passage from a book about bodybuilding:

Do not be discouraged if you do not see a change in your weight during
your strength training. While you lose weight by burning fats, you also
keep or even increase poundage as you build muscle. Evaluate your
progress by keeping track of your strength gains and measuring your
body fat against muscle weight.

1. Does it say that I shouldn't get discouraged when during my strength training I still train with the same weights instead of with heavier ones? (Or maybe "weight" here refers to the weight of my body, but I think that wouldn't make sense?)

2. I just take it to mean that while one is losing fat he also gains more muscles so his weight goes up or remains at the same level, right?

3. How one is supposed to measure body fat against muscle weight?

This does actually mean your body weight. Here's a paraphrase: "Don't be upset if you're not loosing body weight, because while you lose fat you also build muscle. The muscle building will actually make you gain or maintain weight."
