Is the verb "see" meaning "to perceive with the eyes" a stative verb or a dynamic verb ?

Most of the time I hear it used as a stative verb as in "Do you see him now ?", "I see a red bird" etc.

But sometimes it is also used as a dynamic verb as in "Are you seeing what I am seeing ?"
