secret eye

Jimmy’s fingers stretch out towards the ground in embarrassment as he keeps his bad eye – the eye that he thinks of as his secret eye – on Elaine.

Can anyone explain me the above sentence? Why are the fingers stretched out towards the ground? Why does he think of his bad eye as of a secret eye? What does secret eye mean?
Is all that stuff only bad literature by a mediocre author?
