secret eye

Jimmy’s fingers stretch out towards the ground in embarrassment as he keeps his bad eye – the eye that he thinks of as his secret eye – on Elaine.

Can anyone explain me the above sentence? Why are the fingers stretched out towards the ground? Why does he think of his bad eye as of a secret eye? What does secret eye mean?
Is all that stuff only bad literature by a mediocre author?

Perhaps other people think that he can't see out of this eye at all, or they can't tell where the eye is directed, and this means that he can use it to look at things secretly, without other people knowing.
