Second Monday IN January or OF January?

Hi, which one is correct, and why?

Each year on the second Monday in January, people in japan celebrate Seijin-no-hi.
OR
Each year on the second Monday of January, people in japan celebrate Seijin-no-hi.

I would write "of" but I find "in" to be correct as well. Note that Japan needs to be capitalized.
