Why is the term "second last" not used whereas terms like "second best" and "second fastest" are used ?

Both "second" and "last" are positional terms. (Second place or last place.) You can be "second to last" but you cannot be both "second" and "last" (place). However, you could say "second slowest" if you want to take "last" as a time term.
